JAPAN EMPIRE:
TOKUGAWA SHOGUNATE
The government of Japan is a monarchy. Basically what this means is that the power of the Emperor is limited and is relegated primarily to ceremonial duties. The Government has three branches: the Executive branch, the Legislative branch and the Judicial branch.
Under the Constitution. The National Diet, the organ of the legislative branch. The National Diet is, under the Constitution, known as "the highest organ of state power"; which strictly reflects the Sovereignty of the people as represented by the Diet. This is very difrent than what the pre-war Constitution of the Empire of Japan, where the Emperor held power and the government acted under his orders. The judicial branch, consisting of the Supreme Court and four other lower courts is separated from the executive and legislative branches and "no organ or agency of the Executive branch may be given final judicial power", a feature known as the Separation of Powers.
The Emperor is not even the nominal Chief Executive. He exercises certain executive powers and mainly ceremonial powers. The Emperor's role is defined by the Constitution to be as "the symbol of the State and of the unity of the people". The title of Chief Executive is held by the Prime Minister and he is the head of government. The Emperor is thought as Cheif Executive and acts inefficiantly and inaffectively
